ON May14, 2020 I had begun moving into xxyy W qq Street, Apartment 6 Los Angeles, CA 9zzdd, after having signed a lease for a minimum expectation of housing fit for human habitation at that address. The lease was signed with with Laurel Lightner, who specified that all rent checks be made payable to Weldena Lightner and sent to the following address: 4859 W Slauson Avenue, LA, CA 90056.
Based on conditions found in the rented unit, specifically, infestations of japanese-german hybrid cockroaches and blood-sucking biting dust mites and verified by
1.) Mr. Nickerson having to seek medical treatment from May 2020 to present day (10-16-2020),
2. ) Mr. Nickerson interviewing six of his seven neighbors in June 2020, all of whom confirmed there were japanese-german hybrid cockroaches and blood-sucking biting dust mites throughout the 8 unit complex. In addition to interviews, Mr. Nickerson learned through Internet research that keeping trashcans outside of an apartment and certain types of herbs ( basil) and other essential oils ( lavender, eucalytptus, peppermint) and everyday house hold items ( white vinegar- when used instead of shampoo in steam-cleaning carpet cleaning machines, it is the only substance that can kill dust mites in carpets). Mr. Nickerson noted that even the one neighbor who said she had no roaches or other critters in her unit had a cinnamon broomstick and lush plants surrounding her doorway. All of the neighbors have trash cans outside their units. Yet, when I asked Mr. Holloway what type of trash can I should purchase, he made no mention of the fact that all cans must close tightly and should be outside of the unit. Yes, roaches especially, will walk right in and out the fron entrance to a home, just like their human symbiots.
3.) Mr. Nickerson contracting with Terminix. They did 1 four-hour fumigation and 2 brief follow ups to lay trap boxes and set out bait in the kitchen sink, bathroom sink, toilet, and tub/shower, all places Mr. Nickerson had seen roaches. One month and two weeks after terminix treatment, there has been a visible increase in dead roaches in traps and decrease in live roaches ( I still see adult and "baby" roaches, but fewer numbers), Landlord Laurel Lightner and Ron Holloway and their pest control contractor Gary have done nothing that has supported Mr. Nickerson's efforts to make the unit habitable and complete his move of books and furniture out of storage. The interventions of their pest control contactor: one five-hour fumigation, one 10-hour fumigation, and one placing multiple baits in a room where I had only seen 2 roaches-- the bedroom never decreased the cockroach infestation, the only thing Gary treated unsuccessfully or Terminix treats successfully. Not even the LA County Department of Health who has visited the unit (early October) tracks or cites property owners for dust mites. From my personal experience, I find this tragic and ironic, since the blood-sucking dust mites for me are far more deadly in the short term;
In conclusion, Mr. Nickerson has done nothing but attempt to make his living space fit for human habitation. His Landlord has only taken actions to gain herself premium prices whether this property is for sale or units are for rent. From Mr. Nickersons perspective, Two $5000.00 installments of cash deposited by Ms. Lightner or her associate, as follows: $5000.00 on Friday, October 16 2020 by 4:30 pm and (Routing number: wwyyzzxx ; Account number:aabbccddeefgand $5000.00 Friday, October 30 2020 by 4:30 pm. Once Mr. Nickerson has lived one calendar month in the japanese-german hybrid cockroaches and blood-sucking biting dust mites- free apartment he originally contracted for , he will begin the process of finding other affordable housing. Thses actions will settle the mediation agreement signed today. All signatories will have to provide some verifiable Government-issued form of Identification to the Mediator. Ms. Lightner is herby advised that Mr. Nickerson is awaiting being granted the right to sue Ms. Lightner and or LAUSD ( due to Ms. Lightner’s brother, the former "Deaf and Hard of Hearing Teacher" at Lanterman CPTC is the person who introduced Mr. Nickerson to his sister and thus initiated this entire unfortunate chain of events). Addtionally, Mr. Nickerson understands he will be required to present these matters before a judge to defend himself against any eviction proceedings by Ms. Lightner or her associates.
